The Organization Wayúu Munusurat is a group that has been working for the defence of the human rights of displaced peoples and the victims of paramilitary groups operating in La Guajira, Colombia with the accompaniment of national and international organizations.

With this communiqué we want to update everyone of the grave situation that members of our organization are facing including death threats, hostilities, persecution and pressure on behalf of the Northern Bloc of the Autodefence group (paramilitaries) of the Counter Wayúu Insurgency who have not demobilized and continue to operating within our territories.

FACTS

1.        On January 20th, 2008, the vehicle in which Debora Barros Fince was travelling in was detained by the National Police who claimed that there were problems with the vehicles documentation. But the documentation of the incident is filled with inaccuracies including a different license plate number then that of the vehicle.

2.        March 3rd, the Organization Wayúu Munusrat started the organizing for the March for Victims of State and Paramilitary Violence in Colombia on March 6th.  Since then members of the organization start receiving hostile threats and insults on their cellular phones warnings to back off from organizing for the march or face serious consequences. Also members were accused of being guerrillas in efforts to turn them into military targets.

3.        The day of the march in the Park Padilla, a suspicious man approached a victim and asked insistently who the organizers of the event were. The police were immediately informed of the man's actions but were unable to identify him before he disappeared.

4.        March 7th, at 3pm when leaving  her home to a meeting with the Defensoria del Pueblo (government's public defence entity), Debora and her bodyguard noted a suspicious vehicle with four men who had appeared to be from the interior, non coastal region of the country (ie- cachacos).  

        These threats stem from the paramilitaries victims confronting their fear and for the first time the   Organization Wayúu Munusrat taking     initiative to participate in the march and after the event in the Plaza   of Admiral Padilla a symbolic act was performed as a historical moment on behalf's of La Guajira´s victims of the paramilitary groups.

5.        March 13th, leader Debora Barros Fince receives a death threat that the second in command of the Counter Wayúu Insurgency is in Riohacha. The threat was done by a member of the counter insurgency approaching another member of the Organization who accompanies Debora often and was also told that if he did not stop accompanying her, his last days would be near. The individual also showed the group's member a document that had three pages that came from the Defensoria del Pueblo. The same evening coordinator of the National Commission of Reparation and Reconciliation (NCRR) ANTONIO CALVO and MAPP-OAS DANIEL MILLARES were notified of the acts.

6.        March 14th, in the morning members of the Organization Wayúu Munusrat met with the representative of the Defesonria del Pueblo FERNANDO LOPEZ, to inquire if a document had been written regarding the security of Barros Fince. Lopez confirmed they had a three paged document that had been copied to the national police and the army. Those present were surprised the Wayúu leader had received death threats.

        By the same means the commander of La Guajira´s Police Dept. CARLOS ALBERTO SUSUNAGA, lieutenant Coronal LUIS FERNANDO SALASAR JARAMILLO, the national police's human rights delegate MAPP-OEA DANIEL MILLARES, and CNRR ANTONIO CALVO were all made aware of the acts of persecution against Wayúu leader DEBORA BARROS FINCE. The acts of the days prior when police officers detained her vehicle and falsified documentation regarding the detainment. In reference to this act we met with representatives of the nation's secretary general where we were informed that there was no existing documentation demanding the vehicles detention by any judge of the republic.  

 
Currently DEBORA BARROS remains vulnerable to a variety of acts of attempts against her security and because so has had to take the precautions with her movement.

REQUESTED ACTION

We ask you to write with full speed and to the Colombian authorities and demand of them:

  1. That immediate, opportune and adequate measures be adopted, with the agreement of those affected, to protect the Life, Liberty and Personal Integrity of Debora Barros Fince, as well as her family members and other members of the Organización Wayúu Munusurat.

  2. That these events be thoroughly investigated, and that sanctions be applied against those responsible for these threats and acts of intimidation and harassment.

ACCION URGENTE A LA COMUNIDAD NACIONAL E INTERNACIONAL

La organización wayuumunsurat es un grupo que viene trabajando por la defensa de los Derechos Humanos de los Desplazada y victimas de los grupos paramilitares asentados en la guajira colombiana, con el acompañamiento de organizaciones nacionales e internacionales.

Con este comunicado queremos poner en conocimiento de todos, la situación que se viene presentando con los miembros de nuestra organización los cuales hemos sido objeto de amenazas, hostigamientos, persecuciones y presiones por parte del bloque norte de las autodefensas, contra insurgenciawayuu quienes no se desmovilizaron y siguen delinquiendo en nuestros territorios.

HECHOS.

1.el día 20 de enero del 2008, Débora Barros Fince fue objeto de persecución por parte de la Policía Nacional, donde pretendían retener el vehiculo donde se movilizaba aduciendo que tenia problemas con la documentación, presentando una copia donde claramente se podía apreciar la

falsedad del documento que ni siquiera el numero de placas correspondía al vehiculo en mención.

2.el 3 de marzo del presente año la organización wayuumunsurat, comenzó la convocatoria para la marcha que se llevaría acabo el día 6 marzo, desde entonces comenzamos a recibir hostigamientos y amenazas telefónicas insinuándonos la no realización de la marcha con la consecuencia de que si se llevase acabo la marcha seriamos catalogados de guerrilleros y por lo tanto considerados objetivos militar.

El mismo día cuando culminaba la marcha en el parque padilla, nos percatamos que un hombre de apariencia sospechosa se acerco a una de las victimas presente allí con mucha insistencia preguntando quien organizaba la marcha, a lo cual dispusimos informarle a los miembros de la fuerza publica que se encontraban allí, estos intentaron identificarlo sin éxito alguno ya que

logro escabullirse por entre las personas de la marcha


3.el día 7 de marzo a las 3 de la tarde cuando se disponía a asistir a una reunión la defensoria del pueblo, al salir de su casa, noto junto con su esquema de seguridad un carro sospechoso con cuatro hombres de caracteristicas del interior del pais, ( cachacos ).

Estas amenazas vienen porque por primera vez la victima de los paramilitares pierde un poco el miedo y todo por la iniciativa de la organización Wayuumunsurat, quien después de la marcha realizo un acto simbólico en la Plaza almirante padilla por primera vez y fue algo histórico para las victimas, de la Comunidad guajira.

4. el 13 marzo, recibió una amenaza de muerte la lidereza DEBORA BARROS FINCE, de que el segundo comandante de contrainsurgencia wayuu estaba En Riohacha, especialmente para cumplir con la amenaza, un miembro de esa Organización se acerco a una persona que siempre se encuentra junto a Débora manifestándole que se retirara de andar con ella por que sus días estaban contados y le mostró un documento que tenia tres hojas la cual provenía de la Defensoria del pueblo, esa misma noche tubo conocimiento el coordinador de la Cnrr ANTONIO CALVO, MAPP-OEA DANIEL MILLARES,

5.El 14 de marzo a primera hora nos reunimos con el defensor del pueblo Doctor FERNANDO LOPEZ, para averiguar si el había hecho un documento referente a la seguridad de la lidereza, el señor defensor confirma que tenia un documento y de tres hojas con copia a la policía nacional, al ejercito. Las personas reunidas allí quedaron muy sorprendidas de la amenaza de muerte a la lidereza wayuu.

6.Así mismo se puso en conocimiento del comandante del Departamento de policía guajira CARLOS ALBERTO SUSUNAGA, Teniente Coronel LUIS FERNANDO SALASAR JARAMILLO, delegado de derechos humanos de la policía nacional MAPP-OEA DANIEL MILLARES, CNRR ANTONIO CALVO, la persecución de la cual

fue objeto la lidereza wayuu DEBORA BARROS FINCE en días anteriores cuando miembros de la policía nacional pretendieron retener el vehiculo en el cual se movilizaba aduciendo que el vehiculo era de dudosa procedencia ,y mostrando un papel en el cual se notaba a simple vista la falsedad de este. En vista de tal persecución se procedió a consultar con miembros de la fiscalia general de la nación donde fuimos informados que el vehiculo no presentaba orden de detención por parte de ningún juez de la republica.

En estos momentos DEBORA BARROS queda vulnerable ante cualquier situación ya que a raíz de esto queda movilizándose en taxis .
