The Solidarity Committee with Political Prisoners FCSPP and the Social Corporation for Community Advice and Capacitati?n COS-PACC, call the attention of national and international public opinion to the following

BACKGROUND

Campesino farmers in the police district Cunam? of the Aguazul municipality in Casanare department, living in the villages of Cunam?, Plan Cunam? las Brisas, Retiro Milagro, Volc?n Blanco and la Florida have since 1996 been stigmatised and subject to all types of abuses and cruel treatment by armed actors. 26 people have been forcibly disappeared, 21 campesinos have been murdered; as well as this they communities are being tortured, criminalised, threatened, forcibly displaced; and there have been mass and arbitrary detentions that have affected all of the inhabitants.

RECENT EVENTS

According to information provided by the community, at 9:00 a.m. on 18 January 2007, at the hamlet Plan Cunam? las Brisas in Aguazul, campesino ANGEL CAMACHO fell victim to GAULA[1] agents from Yopal[2]. According to witnesses ANGEL CAMACHO was at home when a white coloured Trooper vehicle drew up some 70 meters away, and men inside signalled for him to come near. Then on of the people inside the vehicle shot Angel repeatedly leaving him gravely injured, and on falling to the ground he was finished off.

The witnesses affirm that afterwards GAULA agents put gloves on him, took out a revolver and put it in one of the hands which they then positioned under the body. They took out a bag containing money, and from it distributed several packets of notes, spreading them on the side of the body. Then they proceeded to take photographs. Then another van arrived, from which several uniformed persons descended, they were wearing overalls and blue helmets giving the appearance of workers in the region (the community states that no workers in the corporations contracted by British Petroleum use this type of clothing, and that the workers there are known people) so that it seems this second group were also GAULA agents who arrived to support the operation of the first group. They took the body and carried it to Yopal.

In the hamlet called Retiro Milagro, at 7.30pm on 29 January 2007, campesino REINALDO ZEA fell victim to homicide by two individuals in civilian dress of young age, seemingly the guerrillas that operate in the region. These same individuals then threatened Reinaldo?s wife saying ?and you stay quiet or we?ll do the same to you?.

At 7:00 a.m. on 12 February 2007, in hamlet called Florida in Chimbalo sector, a group of men dressed in camouflage and others in civilian clothes, carrying long arm weapons, stopped a bus carrying workers of subcontractors to British Petroleum. They made JAIME PALACIOS get out and assassinated him.

They [the communities] also denounce the death threats that Mr. Carlos H?ctor Gavidia and his wife Leticia Pinto have been subjected to.

The campesinos from these villages denounce once again that they should be made victims by armed actors in the war.

SEEKS:

That the national government demands an end to all attacks on the villagers in the Cunam? sector of Aguazul Municipality in Casanare, that the events be investigated, those responsible punished and the victims compensated.

To the national and international community, we ask you to send protests to the national government so that it provide the guarantees necessary for small farmers who are permanently pressured, so that they can stay on their lands.

DENUNCIA ANTE LA OPINI?N P?BLICA

La Fundaci?n Comit? de Solidaridad con los Presos Pol?ticos FCSPP y la Corporaci?n Social Para la Asesor?a y Capacitaci?n Comunitaria COS-PACC, denunciamos ante la opini?n p?blica nacional e internacional, las siguientes situaciones.

ANTECEDENTES

Los campesinos de la inspecci?n de Polic?a de Cunam? del municipio de Aguazul-departamento de Casanare, integrada por las veredas; Cunam?, Plan Cunam? las Brisas, Retiro Milagro, Volc?n Blanco y la Florida, desde el a?o 1996 a la fecha han sido estigmatizados y sometidos a toda clase de abusos y tratos crueles, por los actores armados; tales hechos se reflejan en: desaparici?n forzada de 26 personas, el homicidio de (21) campesinos; torturas, judicializaciones, amenazas, desplazamiento forzado y detenciones masivas y arbitrarias que han afectado al conjunto de pobladores del sector.

NUEVOS HECHOS

El 18 de enero del a?o 2007, siendo las 9:00 a.m. seg?n informaci?n de la comunidad fue v?ctima de homicidio el campesino ANGEL CAMACHO, en La Vereda Plan Cunam? las Brisas municipio de Aguazul Casanare, al parecer por parte de efectivos del GAULA de Yopal, seg?n testigos, el campesino ANGEL CAMACHO se encontraba en su casa cuando subi? una camioneta tipo Trooper de color Blanco, desde la cual le hicieron se?as para que se acercara, la camioneta paro a unos 70mt mas arriba de su casa, cuando ?l se acerc? a la camioneta una de las personas que en ella se movilizaba le disparo en repetidas ocasiones dej?ndolo gravemente herido, al desplomarse al piso fue rematado con tiros de gracia.

Afirman los testigos que posteriormente los efectivos del GAULA se colocaron guantes, sacaron un revolver y se lo colocaron en una de las manos y luego se lo colocaron debajo del cuerpo, posteriormente sacaron una bolsa que al parecer conten?a dinero, sacaron de ella varios fajos de billetes, los regaron al lado del cuerpo y procedieron a tomarle fotos. Seguidamente llego otra camioneta de la cual descendieron varias personas uniformadas con overoles y cascos azules dando la apariencia de ser trabajadores de la regi?n (manifiesta la comunidad que en ninguna de las empresas contratistas de la Britis Petr?leon, los trabajadores utilizan esta clase de ropa, y quienes laboran en estas empresas son personas conocidas), al parecer solo se trataba de otros efectivos del GAULA que llegaron a apoyar la operaci?n del primer grupo. Los mismos efectivos del Gaula efectuaron el levantamiento del cuerpo llev?ndolo a Yopal.

El d?a 29 de de enero de 2007 a las 7:30 p.m., en la Vereda Retiro Milagro fue v?ctima de homicidio el campesino REINALDO ZEA por dos individuos de civil, de apariencia joven al parecer de las Guerrillas que operan en la regi?n. Estos mismos individuos luego de perpetrar el hecho amenazaron a la esposa dici?ndole ?y usted se queda calladita o si no le hacemos lo mismo?

El d?a 12 de febrero de 2007, a las 7:00 a.m. En la Vereda la Florida sector de el Chimbalo un grupo de hombres que vest?an de camuflado y otros de civil, portando armas de largo alcance pararon el bus que transporta a los trabajadores de las empresas contratistas de la Britis Petroleon, bajaron al se?or JAIME PALACIOS y lo asesinaron.

Igualmente denunciaron las amenazas de muerte a que ha sido v?ctima el se?or Carlos H?ctor Gavidia y su se?ora esposa Leticia Pinto.

Una vez m?s los campesinos de estas veredas denuncian los hechos de los cuales siguen siendo victimas por parte de los actores armados de la guerra.

SOLICITUD:

Al gobierno nacional exigir que cesen los atropellos en contra de los campesinos de las veredas del Sector Cunam? del Municipio de Aguazul- Casanare, se investiguen los hechos, se castigue a los responsables y se repare a las v?ctimas.

A la comunidad nacional e internacional, solicitamos dirigir sus notas al gobierno nacional para que se brinden las garant?as necesarias a los campesinos objeto de presiones permanentes con el fin de que permanezcan en su territorio.
