PRESIDENT ALVARO URIBE VELEZ TALKS WITH RIFLE SHOTS

The Regional Indigenous Council of Cuaca (CRIC), NOMADESC Association,  the Prohibido Olvidar (Never Forget) campaign, and all the  organisations affiliated to the Red, Hermandad y Solidaridad con Colombia (Network of Sister/Brotherhood and Solidarity with Colombia),  launch a renewed S.O.S to the National and International community, for the grave events in which the indigenous people of Cauca have been the victims of an overweening agresión by th estate. Today abuse by the security forces recahed the point of firing at the indigenous population with rifle shots, besides entering into the  Maria reserve breaking the furniture, throwing the utensils and belongings of the indigenous people to the floor and setting them alight. 

On 9 October more than 15 indigenous, campesino and  afrodescendent organisations from Cauca had invited president ALVARO URIBE VELEZ, through an open letter, in which they sought his presence at María Piendamó on 14 October 2008, with a view to bringing out those points that have to be tackled and above all th stop the wave of assassinations and death tretas against the indigenous community. María Piendamó is a special place reserved for gatherings, talks and the negotiation by civil society.

THE EVENTS

1.   From 13 October until today,  15 October 2008, a contingent of at least 1,000 men, amongst them the Mobile Anti-Disturbance Squadron ESMAD, members from the José Hilario López Battalion, the 29th Brigade 29 and the 3rd Brigade of the National Army,  have been operating in the María Piendamo reserve, using excessive force.

2.   Today these state forces used Galil and 765 rifles,  shooting at the indigenous people. They have for three days been firing tear gas canisters. Some of the fired rounds have been highly irregular, charged  with black gunpowder, puntillas, tacks, glass that break on impact. They have also been using clubs and machetes.  

3.      Up to this momento at least a hundred serious injuries have been reported, including 5 rifle shootings. These reports are by no means the total injured, work of the emergency indigenous and human Rights teams has been impeded by multiple attacks from the state forces. Several media teams trying to reach the different gathering points of protesters in the two departments have similarly been completed blocked.

4.   Today alone at least 70 indigenous people have been injured, we name below 40 of them and we will add information as it becomes available.

SOLICITAMOS

1.      The National Government in particular the Commander of the Armed Forces President ALVARO URIBE VÉLEZ, so that he order the immediate ceasing of agresión against the indigenous people and go to Maria Piendamo to instal a negotiating table to attend the communities concerns.  

2.      That the state control organisations start immediate investigations so that the grave violations to human Rights by the state forces against the indigenous comunities and that the material and intelectual autots of these attacks be brought to justice, making public their report.

S.O.S BARBARIE TOTAL, LA FUERZA PÚBLICA COLOMBIANA CONTRA MINGAINDIGENA EN EL CAUCA

CON DISPAROS, FUSIL DIALOGA EL PRESIDENTE ALVARO URIBE VELEZ

El Concejo Regional Indígena del Cuaca, la Asociación NOMADESC, La Campaña Prohibido Olvidar, y todas las organizaciones miembros,la Red,Hermandad y Solidaridad con Colombia,  lanzamos nuevamente un S.O.S a la comunidad Nacional e Internacional, por los graves hechos en los que los pueblos  Indígenas del Cauca han sido victimas,la agresión desmedida por parte del estado. El día,hoy el abuso,la fuerza llego hasta el punto,disparar a la humanidad,la población indígena con tiros,fusil, además entraron al resguardo,la  Maria rompiendo los enceres, tirando los utensilios y pertenencias,los indígenas al piso y prendiéndoles candela. 

El día 9,octubre más,15 organizaciones indígenas, campesinas y  afrodescendientes del Cauca habían invitado al presidente ALVARO URIBE VELEZ, mediante  una carta abierta, en la cual demandaban su presencia el día 14,octubre,2008 en la María Piendamó, territorio,convivencia, diálogo, y negociación,la sociedad civil con el fin, exponer los puntos a tratar y sobre todo buscar frenar la ola,asesinatos y amenazas contra la comunidad indígena. 

LOS HECHOS

1.      Desde el 13,octubre hasta el día,hoy 15,octubre,2008, un contingente,por lo menos 1000 hombres entre los que se encuentran efectivos del Escuadrón Móvil Antidisturbios ESMAD, miembros del Ejercito Nacional adscritos al Batallón José Hilario López, la Brigada 29 y la III Brigada del Ejército,  ubicados el resguardo la María Piendamo, haciendo uso,la Fuerza,manera desproporcionada.

2.      En el día,hoy la fuerza publica disparo con fusiles Galil y fusiles 765,  contra la humanidad,la población indígena y ha utilizado durante los tres días ,manera irregular tiros recalzados en los disparos,gases lacrimógenos y granadas,mano,  es decir que son tiros que,manera inusual cargan con pólvora negra, puntillas, tachuelas y vidrios que al detonar genera una descarga,esquirlas.  Así mismo han utilizado machetes y garrotes.

3.      El reporte hasta el momento es,por lo menos 100 indígenas heridos,gravedad entre ellos  5 con tiros,fusil, es,anotar que estos reportes no representan el total,los heridos pues la labor del cuerpo medico,la IPS indígena y,los defensores,derechos humanos ha sido impedida, por las múltiples agresiones,la fuerza Publica.  ,la misma manera varios medios,comunicación han querido llegar hasta los diferentes lugares,concentración,los indígenas y han visto su labor totalmente obstaculizada en los dos departamentos. 

4.      Tan solo en el día,hoy 15,octubre,2008 resultaron heridos  por lo menos 70 indígenas,los cuales individualizamos 40 y quedamos pendientes,ampliar mas adelante más información.

SOLICITAMOS

1.      Dirigirse al Gobierno Nacional, en particular al Máximo Comandante,las Fuerzas Armadas Presidente ALVARO URIBE VÉLEZ, para que,la orden que cese,inmediato la agresión contra los pueblos indígenas y en consecuencia se traslade a la zona,la Maria Piendamo e instale una mesa,acercamiento para atender las solicitudes ,las comunidades.

2.      Que los organismos,control del estado inicien,inmediato las investigaciones por los graves hechos,violación a los derechos humanos cometidos por la fuerza publica contra las comunidades indígenas y en consecuencia se judicialice a los autores materiales e intelectuales,estos atropellos, haciendo público el informe,la Judicialización.
