CREADO COMITÉ CÍVICO DE LA GUAJIRA FRENTE A LA GRAN MINERÍA TRASNACIONAL.

The department of La Guajira is the largest coal producer in the country. The mining complex of El Cerrejón is the largest open pit coal mine in Latin America and exports 46% of Colombia's total coal exports. The sales of coal produce an income of approximately USD2,500 million, with an operating profit of 58%, a business return like no other. In spite of generating such financial riches the level of basic needs being met are far from satisfactory, and 62% of the inhabitants of la Guajira live in poverty and underdevelopment.

 

 

Cerrejón is comprised of the companies AngloAmerican, Xstrata (Glencore) and BHP Billiton, each owning 33.3% of the mine. Thousands of inhabitants from the community of Tabaco were violently and forcefully displaced on the 9th August 2001 to make way for the out of control expansion of El Cerrejón. In the last ten years this expansion has also encompassed the communities of Oreganal, Roche, Chancleta, Patilla, las Casitas, Barrancón and also led to the struggle and organized process of the Wayuu communitiy in the south of the department.

Today the company Cerrejón is planning to continue its expansion by diverting the course of the Rancheria River by 26km; the main water source for the whole department of La Guajira, as underneath the riverbed there are 500 million tonnes of coal . This would lead to thousands of Guajiros being without water and therefore without a chance to survive, or right to life as a consequence of the decision to agree this project.

El Cerrejón, which has been called the 'pride of Colombia' is already the cause of the loss of food sovereignty in the department, the displacement of its inhabitants and misery for the displaced communities and the displacement itself which the region is experiencing right now.

But things don't end there. The ruin caused by El Cerrejón is not enough, now the Guajiros are facing the ensuing mining project of the company MPX, affiliate of the multinational EBX, owned by Brazilian Eike Batista, which with a total investment of approximately USD 3,000 million, will produce up to 35 million tonnes by 2020, and at the same time announced the construction of a port which should begin operating at the end of 2013 with an initial capacity of 5 million tonnes per year, eventually reaching 35 million tonnes a year. Other companies are also investigating opportunities of hydrocarbon exploration, such as Pacific Rubials Energy, a Canadian company with the support of ANH, the National Hydrocarbon Agency.

As a result of this situation of high impact on the ecosystem and the displacement of communities, Fecodemigua, Asociación de Cabildos Indígenas del Sur de la Guajira, AACIWASUG, Movimiento  Fuerza de Mujeres Wayuu, Comité de Residentes de Cañaverales, Reclame Guajira and Sintracarbon, organized a meeting on the 8th August 2011 and formed the COMITÉ CIVICO DE LA GUAJIRA FRENTE A LA GRAN MINERIA TRASNACIONAL (La Guajira Civic Committee against Large Transnational Mining) in defence of the settled communities living in the area around the mining centres, and those affected by the exploitation of the actual mines and the coordination which exists between the mining process , the land, the environment, mining law and the future of the department which today more than ever is suffering threats and harassment at the hands of the steam rolling mining energy plans of the government of Juan Manuel Santos.

For this reason, we are calling all the organizations, civil authorities, environmentalists, trade unions, political and social and as such general communities within this department, we are calling the country and the world to build an immense front of defence of our principle sources of fresh water which our whole department relies upon, such as the Rancheria River and the spring in the community of Cañaverales.

El departamento de la Guajira es el mayor productor de carbón del país. El complejo carbonífero El Cerrejón, es la mina de carbón a cielo abierto más grande de América Latina, de donde sale el 46% del mineral que exporta el país. Las ventas del carbón producen unos ingresos cercanos a los 2.500 millones de dólares, con una ganancia operacional del 58%, un negocio rentable como ningún otro. A pesar de generar semejante riqueza, el índice de necesidades básicas insatisfecha alcanza, al 65,2% de los habitantes de la Guajira viven en la pobreza y el atraso.

El Cerrejón está conformada por las empresas AngloAmerican, Xstrata (Glencore) y BHP Billiton, cada una propietaria del 33.3% de la mina. Miles de pobladores de Tabaco fueron desalojados violentamente el 9 de agosto de 2001 para darle paso a la expansión descontrolada de El Cerrejón, y en el transcurso de los últimos diez años se han sumado las comunidades de Oreganal, Roche, Chancleta, Patilla, las Casitas, Barrancón de igual, manera las luchas y el proceso organizativo de la etnia wayuu del sur del departamento.

Hoy la compañía Cerrejón, planea continuar con su expansión, desviando el río Ranchería, la principal fuente de agua de todo el departamento de la Guajira 26 kilómetros, ya que por debajo de su lecho, existen probadas 500 millones de toneladas de carbón. Por tal razón miles de guajiros, se quedarán sin agua y sin opción de vida como consecuencia de la decisión por la puesta en marcha de este proyecto.

El Cerrejón, de la que se dice es el “orgullo de los colombianos”, es causante de la pérdida de la soberanía alimentaria en el departamento, del desplazamiento de sus habitantes y de la miseria de las comunidades desplazadas y el desplazamiento mismo que hoy se vive en la región.

Pero las cosas no paran allí. No suficiente con la ruina provocada por El Cerrejón, los guajiros se enfrentan ahora a la puesta en marcha del proyecto minero de la empresa MPX, filial de la multinacional EBX, del brasilero Eike Batista, que con una inversión total de cerca de US$3.000 millones, producirá hasta 35 millones de toneladas en el 2020, igualmente, anuncio la construcción de un puerto que deberá entrar en operaciones a fines del 2013 con una capacidad inicial de 5 millones de toneladas por año, para alcanzar finalmente 35 millones de toneladas. Y otras empresas en procesos de exploración de hidrocarburos el caso de Pacific Rubiales Energy empresa canadiense con apoyo de ANH Agencia Nacional de Hidrocarburos.

Como resultado de esta situación de afectación al ecosistema y de desplazamiento de comunidades, Fecodemigua, Asociación de Cabildos Indígenas del Sur de la Guajira, AACIWASUG, Movimiento Fuerza de Mujeres Wayuu, comité de residentes de cañaverales, Reclame Guajira y Sintracarbon, se reunieron el pasado 8 de agosto y constituyeron el COMITÉ CIVICO DE LA GUAJIRA FRENTE A LA GRAN MINERIA TRASNACIONAL, en defensa de las comunidades asentadas alrededor de los complejos mineros y afectadas por la explotación minera y de la articulación que existe entre el proceso minero y el territorio, el medio ambiente, las regalías y el futuro del departamento, que hoy más que nunca sufren la amenaza del arrasamiento a manos de la aplanadora minero-energética del gobierno de Juan Manuel Santos.

Por tal razón, llamamos a todas las organizaciones, dirigencia cívica, ambientalistas, sindicales, políticas y sociales, así, como comunidades en general del departamento, del país y del mundo a conformar el más amplio frente en defensa de nuestros principales fuentes de agua dulce, con que cuenta el departamento, como lo son el rio ranchería y el manantial del corregimiento de Cañaverales.
